Error:

Windows cannot access the specified device, path, or file.  You may not have the appropriate permissions to access the item.

 

Solution:

I tried to open an exe file on the Windows Server 2003 and it came up with the above error:  “Windows cannot access the specified device, path, or file.  You may not have the appropriate permissions to access the item.” 

I wondered if it has something to do with the permissions to the folder. The strange thing was, I am able to copy, cut and move to a new location but not able to run it by double-clicking on it. Though it might be something to do with Windows Server 2003 Security.

Did some investigation and it turned out that if you happen to copy a exe file from another computer to a Window Server 2003 machine, it blocks the exe file by default for security reasons. So to be able to assure Windows that the file is safe and run it, you need to change the property of the file.

Just right-click on the file and select Properties. That should show the following properties window.  Notice the Unblock button, just click on it to unblock the file. That should solve the problem and you should be able to run the file.
